Hey! I think this is Cat Man #14 because the Rajah of Destruction only appears in the last panel of the Cat Man story.
This last panel is a lead-in to the next issue which is #15. So the cover for this should probably be #14.
Just in case I'm correct I uploaded a cleaned up Cat Man #14 cover from Heritage. |

Sorry BB,
But we had a full fiche version of #14 which confirmed we are sharing a proper #14 and therefore this #15 is Not #14 as you suggest.
The GCD entry for this issue also confirms this as #15.
