This is a very rare giveaway from June, 1964. Not even listed in Overstreet. There was no #1-4 printed as far as we know.
You can read about this comic on the "COMICS WITH PROBLEMS (Issue #74 February 2018)" blog. The link is above in the mirrors section.
They share a scan of the same book there but this is an all new scan.

After pulling it down yesterday - we have done some more research and found a site saying it is in the public domain (see mirror link 2 above).

Comment:	1-4 could/should have been Hell's Kitchen, Little Italy, Chinatown, Barrio, if it was keeping the same city ghetto theme. Be pretty cool if that was the case.
